Abstract
Current discussions surrounding AI infrastructure emphasize the shortages of accelerators
needed for model training. However, an equally critical and often overlooked constraint is
utilization. In production training clusters, the limiting factor is the fraction of
theoretical hardware capacity utilized during a run. Scheduling overhead, communication
latency, and workload fragmentation routinely reduce effective throughput by 50%.
Expanding the hardware footprint of an underutilized cluster without addressing chip
utilization compounds costs and increases TCO.
