Google's Pedagogical Framework for Generative AI to Support Human Learning

Google (2026)

Abstract

While contemporary generative artificial intelligence systems are powerful information synthesizers, their default tendency toward immediate task completion can bypass the cognitive friction essential for effective knowledge construction. To bridge the gap between AI product development and evidence-based learning science, Google established a pedagogical framework designed to build genAI environments for deeper human learning. Grounded in constructivist and cognitive learning theories, this paper presents five foundational principles: encouraging active learning, managing cognitive load, stimulating curiosity and motivation, adapting to the learner, and deepening metacognition. We examine the theoretical underpinnings and practical considerations of each principle, contrast their execution across various learning technologies, and outline Google’s evaluation methodologies for benchmarking pedagogical effectiveness. This framework provides a systematic, assessable roadmap to ensure AI tools scaffold deep understanding, foster learner agency, and cultivate durable skills for the future.
